Kassym-Jomart Tokayev stressed that at the present time, people's consciousness has changed a lot, and the whole world is going through a difficult period today. Holding an anniversary is not a reason to spend money on grandiose celebrations, to hold useless forums and conferences. Special attention should be paid to the well-being of people, since without improvements in this area, we can not talk about the achievements of the country. At the same time, the state apparatus must meet the expectations and trust placed on it by society.
– On my instructions, the Government is developing a draft Social Code. The Code must fully meet the needs of citizens, especially those who need help. This corresponds to our idea of building a fair state and an open society. Ministers and mayors should firmly adhere to the principle of the "Listening State". It is necessary to respond promptly to citizens ' appeals. The most important thing is that each of our compatriots can feel the achievements of Independence in their daily lives, so that we can achieve our goals, " the Head of State noted.
The President stressed that the 30th anniversary of Independence should be celebrated in the context of the reforms that have begun. Today, the third stage of political reforms is being implemented, within the framework of which a number of laws aimed at democratizing society will be adopted. In the next ten years, we must form a new image of the country and a new identity of the nation, Kassym-Jomart Tokayev believes. As he stressed, if we can successfully implement economic, political and social modernization, it will be the greatest gift for the country.
- The systematic modernization of the country that we are implementing today is aimed at consistently unlocking the potential of people in society, economy, and culture. This is also the focus of recent changes in the areas of State planning and management. We will gradually eliminate all existing imbalances and barriers at the regional level, because to build a strong independent Kazakhstan, we need competitive regions and sustainable development of each city and village, " the President believes.
The Head of State announced his intention to significantly strengthen the position of the business class through the privatization of state assets for five trillion tenge until 2025. The "People's IPO" program will be resumed, so that Kazakhstanis will have the opportunity to acquire part of the national wealth and contribute to the development of the flagships of the domestic economy. The Head of State called improving the quality of human capital one of the basic components of the policy.
The President has set a task to hold events aimed at the younger generation during the anniversary. Noting the high civic activity of young people and their enthusiasm, Kassym-Jomart Tokayev stressed that this activity should not be hindered and it should be mobilized for new goals and tasks.
– An important issue concerning young people is employment. This is especially true in the regions. We must provide incentives and guidelines, and help unemployed young people find permanent jobs. There are now several employment programs in place. But most young people are not aware of these measures. They are not aware of the various types of support provided by the State. And this problem is not solved by propaganda alone. The government and akims should pay special attention to the employment of young people – " the Head of State said.
The necessary amendments to the laws concerning youth policy are currently being made. The "Youth Development Index"was included in the number of indicators of evaluation of local government agencies. This will increase the effectiveness of measures in this direction. The President noted that it is necessary to develop a single national project on youth policy "Tauelsizdik urpaktary". This will allow you to combine projects that are being implemented separately into one whole. The President focused on the role of talented young people in creating the creative industry, which is one of the fastest growing segments of the world economy. The volume of this industry in a number of developed countries reaches 10 % of GDP. In this regard, the Government was instructed to work out the prospects for the comprehensive development of infrastructure to support this strategically important area. According to the Head of State, one of its system-forming elements can be a National educational hub in the field of science, culture and modern creativity. This kind of "Talent Factory" will give young talented people from all regions of the country a chance to take special courses and master classes from the best professionals in their industry.
– It is also important for us to focus on the involvement of young talents in the country's development processes. Each of them should feel their involvement in the success of the Motherland, feel proud of its achievements, " Kassym-Jomart Tokayev stressed.
To do this, it is also important to consistently develop the traditions of patronage and charity in our society.
The Head of State touched upon the possibilities of such a popular form of collective cooperation as crowdfunding. According to him, this is one of the most promising forms of civil participation in solving many pressing problems of society. Therefore, in the speech, it was suggested to consider the possibility of creating a single crowdfunding platform on the basis of the Astana Hub technopark.
The President believes that all these measures will contribute to the formation of a culture of mutual assistance and direct participation of young people in advancing the country on the path to progress. The Head of State stressed that the events dedicated to the 30th anniversary of Independence should give a spiritual impetus to the entire nation. At the same time, work in the field of spirituality should include several areas, one of the most important among them will be the popularization of the heritage of outstanding personalities who left an indelible mark on the history of the nation.
- This anniversary year has several significant dates: the 175th anniversary of Zhambyl Zhabayev, the 155th anniversary of Alikhan Bukeikhanov, the 150th anniversary of Khadzhimukan, the anniversaries of other historical figures. Last year, we held the anniversaries of Abai and Al-Farabi in a very meaningful way. Their personal appearance and life path, their works have had a great impact on our worldview. This experience should continue to be used, " said Kassym-Jomart Tokayev.
Also this year marks the 30th anniversary of the closure of the Semipalatinsk test site. The Head of State stressed that the ban on nuclear tests demonstrated our readiness to be responsible for our own fate, and our country has become the leader of the world anti-nuclear movement. The President stated the need to immediately start preparing a new academic history of Kazakhstan. This will allow us to firmly establish in the minds of the people that our statehood has deep roots.
