The International standard sets out a number of detailed requirements and provides recommendations for the creation, implementation, maintenance and improvement of the anti-bribery system.
In simple terms, the anti-corruption management system allows the head of the organization to build an infrastructure of integrity in the organization, since this will be controlled by the system. In such a situation, it becomes possible to detect and prevent corrupt actions in time.
The widespread implementation of the anti-corruption management system in Kazakhstan, without exaggeration, would mean a transition to a new quality level of management. This is the establishment of a high standard of integrity and openness of the organization, the desire for activities devoid of corruption and bribery.
Thus, the Department of the Anti-Corruption Service of the Almaty region, paying close attention to the development and promotion of the culture of integrity, initiated the implementation of the international standard in state organizations of the Almaty region.
In this regard, last year, the Academy of Public Administration under the President of the Republic of Kazakhstan developed and implemented a management system for combating bribery in the Center for Analysis and Forecasting under the Department of Internal Policy of the Almaty Region, guided by the requirements of the legislation of the Republic of Kazakhstan and the international standard ISO 37001.
Realizing the importance and significance of this issue, as part of the process of developing and implementing the project of the anti-corruption management system, the staff of the Center for Analysis and Forecasting took cross-courses on compliance with the requirements of the international standard.
When implementing the anti-corruption standard, a number of specific organizational and technical anti-bribery measures for business processes are defined, which are reflected in specific procedures and rules.
The Expert Group on the management of anti-bribery Issues carried out work on the identification and assessment of corruption risks in all areas.
At the same time, the next stage after the implementation project is the certification audit.
Therefore, this year it is planned to conduct a certification audit by an accredited organization that can independently analyze the compliance of the anti-bribery management system with the established requirements of the international standard ISO 37001.
At the same time, it is worth noting that the implemented anti-bribery management system in the Center for Analysis and Forecasting is one of the first experiments in cultivating international standards in state organizations in Kazakhstan, and the Department of Anti-Corruption Service of Almaty region plans to scale the anti-corruption management system to other organizations in the region, based on practical experience.
