THE HEAD OF THE ANTI-CORRUPTION SERVICE FOR THE ALMATY REGION SPOKE LIVE ABOUT THE MEASURES TAKEN TO COMBAT CORRUPTION

During the live broadcast, Yernar Makazhanov noted that today, taking into account the priority of modern realities and the needs of society, the activities of the anti-Corruption service are primarily aimed at preventing corruption. This primarily concerns the formation of a high level of anti-corruption culture, zero tolerance for all manifestations of offenses, identification and minimization of corruption risks, conditions and causes that accompany their occurrence.
In this context, the Department of Almaty region implements a number of projects aimed at preventing corruption. Among them is the project to minimize domestic corruption "ZHETISU-adaldyk alany", which, we can say, has now become a national movement.
In order to assess the efficiency of using the budget of social facilities and infrastructure, the project "Interactive map of open budgets" is being implemented under the auspices of the project "ZHETISU-adaldyk alany" (publicbudget.kz), which contains information about the allocated budget funds. That is, with the help of the map, every resident of the region can see how, on what and in what amount budget money is spent. Currently, the map contains 1698 budgets of organizations in the Almaty region for a total of 827 billion tenge
Also, under the auspices of the project "ZHETISU-adaldyk alany" there is a project "Sapaly Zhol", which provides for monitoring the quality of construction, repair and maintenance of highways.
The Department has a Special monitoring group for external analysis and evaluation of the implementation of the anti-Corruption strategy of the Republic of Kazakhstan for 2015-2025, which includes representatives of the public in various fields.
In order to carry out explanatory work on the formation of an anti-corruption culture and education of the principles of integrity, there is an Information and educational staff consisting of public figures, honorary citizens of the region, bloggers, entrepreneurs, and media representatives.
At the same time, one of the most effective anti-corruption measures is to conduct an external analysis of corruption risks and anti-corruption monitoring in the activities of state bodies and organizations in the quasi-public sector.
Since the beginning of the year, the Department has conducted 11 external analyses of corruption risks and 16 anti-corruption monitoring. Within the framework of which the areas and areas most susceptible to corruption risks are identified (the sphere of land relations, the sphere of funeral services, the sphere of agricultural subsidies, the sphere of sports institutions).
To date, based on the results of the analytical work, changes and additions have been made to 19 regulatory legal acts.
In addition, the Department drew 10 anti-corruption murals dedicated to the great personalities of the Kazakh people with their sayings and statements in order to form an anti-corruption consciousness and cultivate the principles of integrity in the region, along with more than 40 social anti-corruption videos.
In order to prevent corruption risks in the field of public procurement, the Department's employees monitor public procurement in the region through the information and analytical system "Single window of procurement".
For example, the Department of housing and communal services of the city of Taldykorgan saved 1 billion 203 million 843 thousand 487 tenge by refusing to purchase repair of control and measuring devices and automation in the city of Taldykorgan. Since the beginning of this year, the Department has saved the regional budget in the amount of 2 billion 448 million 480 thousand 763 tenge due to monitoring.
As part of the live broadcast, Yernar Makazhanov also noted that for 10 months of this year, the Agency's Department for the Almaty region had 518 criminal cases, of which 256 relate to serious and especially serious crimes. Of these, 190 criminal cases were sent to the court.
217 criminal offenses were registered, of which more than 77% are corrupt (169).
The total damage on completed criminal cases amounted to 4.6 billion tenge, 3.8 billion tenge was reimbursed.
113 persons were brought to criminal responsibility during the reporting period. Of these, 32 are heads, including 1-Republican significance, 7-regional, 21 - city and district, 3 akims of rural districts.
Also, the anti-Corruption service of the Almaty region revealed 15 facts of systemic corruption, where 85 crimes were established and 59 persons were involved.
Along with this, the Department of the Agency in Almaty region since the beginning of this year prevented 27 cases of interference in the activities of small and medium business, prosecuted 49 persons sentenced to various punishments of 24 persons, protect the rights of 20 business entities.
As part of the support of state programs, the regional Department registered 45 crimes, prosecuted 29 officials, and sentenced 16 officials to various types of punishment.
The head Of the Department for Almaty region also noted that for 10 months of this year, 11 persons who reported corruption offenses were encouraged in the amount of 1,994,982 tenge. This fact clearly indicates the activity and concern of citizens to create zero tolerance for all manifestations of corruption.
Summing up his speech, Yernar Makazhanov noted that the anti-Corruption service of the Almaty region takes all appropriate measures to minimize corruption in our region. And we intend to continue to carry out the tasks assigned to us in order to achieve our goals. At the same time, I urge each of You not to be indifferent and declare your civil position on creating zero tolerance for all manifestations of corruption.
