President of the Republic of Kazakhstan Kassym-Jomart Tokayev noted that the beginning of the activity of the updated composition of the Mazhilis coincided with two events of symbolic significance for the country. Our country has entered the year of the 30th anniversary of Independence, and modern Kazakh parliamentarism is approaching its quarter-century milestone. The Head of State is convinced that the deputies who received the mandate of confidence in this historical period will be able to meet the expectations of the people and will faithfully serve the Motherland.
-In the year of the 30th anniversary of Independence, comprehensive reforms will be carried out. We must focus our efforts on building an effective State and a just society. The main priority is to improve the quality of life and improve the well-being of citizens. The people expect full-fledged returns and concrete results from social and economic programs, " he said.
I would like to note that in order to become one of the advanced developed countries, much attention is paid to education. Everyone knows that students and students have been on distance learning since the beginning of the pandemic. Understanding the whole situation, we should not neglect our training. It is necessary to take a more responsible approach to the learning process. It is not for nothing that the Head of State emphasizes that we have recently made progress in reforming the education sector. And every citizen of Kazakhstan should understand that education is the most fundamental factor of success in the future. In the priority of young people, education should be in the first place.
Important importance is attached to a healthy lifestyle of citizens. Speaking to the audience, Kassym-Jomart Tokayev said that a developed country is, first of all, a healthy, educated and prosperous country.
Therefore, special attention will be paid to mass and children's sports. On behalf of the Head of State, the Government has revised the approaches to financing mass and children's sports, and now it will be provided with significantly greater resources for development, which will help to implement the instructions of the President, expressed in his Address to the people of Kazakhstan "Kazakhstan in a new reality: time of action".
Ensuring the well-being of the population, according to the Head of State, is impossible without the progressive growth of the national economy, which is another priority for the coming period. The Government has been instructed to continue its countercyclical macroeconomic policy aimed at supporting economic activity. An important task is to create favorable conditions for doing business. The state supported small and medium-sized businesses during the pandemic. Many benefits were offered, the list of which is constantly expanding. This is important for the country, as the business structure provides jobs for more than 39% of the population of the republic.
- Given the dynamic transformation of the labor market, it is necessary to stimulate the flow of labor from low-productive to more productive sectors of the economy. As I said earlier, the industry of our country should be flexible and adaptive to the current changes, " Kassym – Jomart Tokayev said.
Support for young people will also continue. Last year, the Government adopted a comprehensive plan to support young people. Currently, laws are being prepared on the national project "Tauelsizdik Urpaktary", state youth policy and volunteer activities. It is planned to implement the "Youth Development Index" in accordance with international practice, on the basis of which the work of local executive bodies on the implementation of youth policy will be evaluated. The main priority is also the issue of systematic support for charitable activities.
Business representatives and individuals participating in charity events and volunteer projects, according to the project being developed, will be provided with various benefits.
In addition, several other directions aimed at the further development of our state were announced. Among them: political modernization, balanced development of the country in terms of territory and space, effective social policy, development of the rule of law and strengthening of citizens ' trust in the authorities, increasing the activity of civil society representatives, protection of human rights, especially children and youth.
Concluding the meeting, Kassym-Jomart Tokayev stressed that the proposed initiatives are only part of the long-term socio-economic and political reforms that are currently on the agenda, and the deputies need to take an active part in this work and establish constructive interaction with the Government.
– My principled position is that all pressing issues in society should be discussed first of all in the Parliament. Members of the public and experts should take an active part in the preparation of draft laws. One of the main requirements is to establish effective feedback on controversial issues that may cause dissatisfaction of citizens. The Parliament faces two important tasks-the adoption of high-quality laws and the solution of current problems of society, " the President of Kazakhstan stressed.
