At the same meeting, Asset Kydyrmanov was elected chairman of the session, the candidacy of Zhanbolat Zhurgenbayev, submitted to the secretariat of the regional maslikhat, was unanimously supported by the deputies. The list and number of permanent commissions of the regional maslikhat were also determined, the chairmen and members of the permanent commissions were elected. It was decided to register the deputy faction of the political party "Nur Otan".
The draft Development Program of the Almaty region for 2021-2025 was presented to the deputies by Deputy Akim of the region Zhenis Tuyakov. This document is aimed at ensuring high-quality and stable growth of the region's economy for the next 5 years.
In his speech, Zh. Tuyakov briefly focused on the implementation of the previous program for 2016-2020, noting that last year, with the support of the state, the region achieved good economic indicators. This year, measures will be taken to maintain these growth rates.
The program, developed taking into account the questions voiced in the framework of feedback from the population, is in tune with the election program of the Nur Otan party. It defines three main areas: "Improving the economy of the region", "A comfortable and safe region for life", "Ensuring a new quality of life". In total, 16 goals and 25 target indicators are planned. This includes the construction of housing, healthcare, education, sports and other significant facilities, repair and construction of water, gas, heat supply systems, roads, employment and other measures that contribute to further successful socio-economic development.
In general, 3.5 trillion tenge, including 2 trillion tenge, is provided for the implementation of the development program of the Almaty region for 2021-2025. 300 billion tenge of budget funds, 1 trillion. 200 billion tenge-private.
The program received the unanimous support of the deputies of the region.
Speaking during the session, the Governor of the region congratulated the deputies of the new convocation and focused on the tasks set by the President of the country:
- Dear deputies, I congratulate everyone on the opening of the first session of the Almaty regional Maslikhat of the seventh convocation. Today, President of the Republic of Kazakhstan Kassym-Jomart Tokayev took part in an expanded session of the Chambers of the Parliament and congratulated the newly elected deputies of the Mazhilis. In his speech, the Head of State announced the main directions of political reforms. The main emphasis is on the need for an effective social policy, including the modernization of health care, the development of mass sports in order to prevent diseases, and the development of further changes to the pension system. In this regard, it is necessary to actively engage in the work and take all measures to implement the tasks set, " A. Batalov said.
Speaking about the course of the past elections, the activity of the population in them, the contribution of the elections to the development of democracy, Amandyk Batalov noted that today the new composition of Maslikhat deputies from the Nur Otan party included 37 deputies, 4 deputies each from the Auyl and NPK parties. The new composition also includes representatives of such important industries as industry, agriculture, education, small and medium-sized businesses. The requirement of a 30% quota of places for women has also been maintained. In the new composition there are also representatives of young people, who make up 16.6%.
- Last year, thanks to timely anti-crisis measures, we managed to maintain positive dynamics in key sectors of the regional economy. The just-adopted Development Program of the Almaty region for 2021-2025 outlines concrete steps for further development of the region with a further increase in these indicators. I am sure that the regional maslikhat in its new composition will take an active part in the implementation of large - scale tasks set by the Elbasy and the President of the country aimed at improving the welfare of the population, " A. Then, for active parliamentary activity during the sixth convocation, a number of citizens were awarded Certificates of Honor.
Zhamal Kulakhmetova and Zhalgaskhan Donbayev spoke on behalf of the deputies of the 6th and 7th convocations, expressing their gratitude and support to their colleagues.
Earlier, deputies of the sixth convocation in the period from 2016 to 2021 adopted 341 decisions on the budget, administrative and territorial structure, use of natural resources, housing and communal services. 21 changes and additions were made to the regional budget for 2016-2020. The development program of the Almaty region for 2016-2020 was amended and supplemented 6 times. 86 deputy requests were sent to local executive bodies concerning the problems of residents of the region, on which positive decisions were made.
